THE Peoples Democratic Party (PDP) governorship candidate in Oyo State, Mr. Seyi Makinde has emerged the governor-elect after his party cleared twenty-eight out of the thirty-three local governments announced in the Governorship and House of Assembly elections held on Saturday.
