THE Tradocracy Bill 2024 (Tradocratic System of Government) which I wrote was recently submitted to the National Assembly for consideration. The purpose of the bill is for this system of government to be operated in Nigeria alongside democracy.

Tradocracy shall operate and be structured into three arms of government, namely: Executive, Researchure and Legislature. There shall be a Sovereign Electoral Commission and Department of Morality. The Researchure arm makes Tradocracy different from democracy and other forms of government.

The Researchure shall be the assembly of representatives of professions available in the country and shall be next in power to the Executive arm. Its primary function shall be the harmonisation and improvement of professions and research development in the areas of training and speciality.

There shall be House of Researchure and head of House of Researchure referred to as Oniha. Oniha and Deputy Oniha shall be elected by members. There shall be four Researchurers (representatives) from each state of the federation, representing different professions at national level, state and local government.  

The Researchurer shall be elected through political process. Federal researchurers shall be sent to federal agencies for research, evaluation and monitoring of work process in establishments according to his or her training. State and local government researchurers shall follow the same pattern.

Researchurers shall spend three weeks in his or her place of primary assignment for research development of products and ideas, and one week in the House of Researchure for deliberation and re-evaluation of work pattern and work process and research methods of the establishment he or she is sent to, including approval of product or idea obtained through research.

There shall be the Executive arm of government comprising of ministries. The President and Commander-in-Chief of the Armed Forces shall be the head of the Executive arm, head of government and head of state of Nigeria. There shall be no Vice President. There shall be federal Onogie, or national leader, the second in command next to the president.

The parliament shall make laws for the country, and there shall be an upper house of the legislature referred to as House of Peace or Senate, and a lower house of legislature referred to as House of Progress. If the House of Peace is in operation (existence), there shall be no Senate; if the Senate is in operation, there shall be no House of Peace.

The President shall appoint the Chief Justice of the Federation based on the recommendation of the Judicial Council ratified by the upper arm of the legislature.

There shall be Supreme Court, Appeal Court, High Court, Tribunal, Industrial Court, Customary Court, Sharia Court and Home Cell Court (family unit court).

The family unit court shall be under the Local Government Council. All courts shall be under the supervision of the Chief Justice of the Federation who shall appoint judges. The state courts and local government courts shall be autonomous from federal court control.

The Chief Justice of the Federation shall become the Interim President in the event of death or incapacitation of the President for six months. The Interim President shall hand over power to the Oniha of federal House of Researchure as President and Commander-in-Chief of the Arm Forces for the remaining term of the former President.

The courts and their staff members, including the legal professionals, shall be under the control of the Chief Justice of the Federation. There shall be direct budgetary allocation from the presidency to judicial departments of the Ministry of Justice. The Chief Justice is not answerable to Attorney-General and the Parliament.

The Chief Justice of the Federation, as the head of the judicial department or Ministry of Justice, shall swear-in the elected President and the elected Onogie and national leader. There shall be region and zone which shall be semi-autonomous from the Federal Government and shall be headed by the governor.

WHEREAS the Department of Morality shall promote the constitution through the media, seminars, workshops etc.

The department shall promote moral pathways for the people and the government.

The evaluation of performance rating of presidents, commander-in-chief of armed forces, governors-general, governors and chairmen of local government councils shall be carried out by the Department of Morality every five years for the purpose of continuation or discontinuation in office.

The head of the Department of Morality shall be addressed as governors of the Department of Morality, and he or she shall sign all electoral bills into law. The Oniha shall appoint governor of the Department of Morality. The civil service commission shall be referred to as civil worker’s commission.

The ministry of creative ability and special talent shall be constituted and mandated to organise seminars for people with creative ability for them to be awarded certificates and special awards, including fellowship awards. The certificates shall be regarded as innovation degrees; Masters of Creative Ability “McA” and Doctor of Knowledge, “KnD”. The Special award shall be Guru. 

The McA shall be equivalent to university master’s degree, while the KnD shall be equivalent to university Doctor of Philosophy, PhD. The Guru shall be equivalent to university professor. Innovation degree certificates and awards shall be accepted as requirements for job and political position. Academic degree and academic certificate shall also be requirement for job and political position.

In summary, there shall be three arms of government: The Researchure, Executive and Legislative. There shall be a Sovereign Electoral Commission, Department of Morality, Civil Workers’ Commission, Ministry of Creative Ability and Special Talent, Regions and Zones, States and Local Government Councils.
