FG budgets N445m for Federal Secretariat security

THe Federal Government has earmarked the sum of N445 million to provide adequate security at the Federal Secretariat, Abuja.

However, the amount, which is to be managed by the Office of the Secretary to the Government of the Federation, SGF, will only be used to provide the specified security equipment in selected Ministries, Departments and Agencies, MDAs, considered possible terrorists’ targets by the administration.

The details of the expenditure are contained in the 2015 budget breakdown, which our correspondent sighted in Abuja last night.

Under the package, the government plans to acquire and instal what it calls “under-vehicle inspection system,” hand-held explosive detectors and bomb inhibitors at the selected MDAs in Abuja and upgrade some electrical components at the same secretariat within the year.

The sum of N295.2 million will go for the security equipment while the balance of N150 million will be used in the upgrade of the electrical components of the Federal Secretariat, Abuja.

And in spite of the hue and cry over dwindling government resources arising from falling oil prices in the past few months, the Federal Government will still cough out a sum of N140 million for the celebration of this year’s Democracy and Independence days.

Although the lump sum is put in the budget as an ‘’ongoing project,” the office of the Secretary to the Government of the Federation, where the money has been put, did not give a break-down of how the huge sum will be spent, who will handle it and why.

In a similar manner, the sum of N765 million has been put as a lump sum for the issuance of National Identity Cards by the National Identity Management Commission, NIMC, but details were not given by the same office of the SGF, where the commission is domiciled as a parastatal.

NIMC also has another N120 million for what it calls “Development of Direct Access to National ID Database,” but it did not give any break-down of how the money would be utilised.

For this year alone, the commission has been allocated the sum of N6.8 billion expenditure envelop. Of the amount only N1.14 billion will be used for capital projects while the balance of N5.1 billion will service recurrent activities.

Meanwhile, the Economic and Financial Crimes Commission, EFCC, plans to spend the sum of N200 million on the fuelling of its vehicles and generating sets within the year.

The sum of N100 million each will go into the purchase of motor fuel and plant fuel within the financial year, according to the details of the budget for 2015.
