His Excellency, Deacon Kingsley Burutu Otuaro, Deputy Governor of Delta State turned 49 on Easter Sunday, having been born on April 16, 1968 in Oporoza, Warri South-West Local Government Area, Delta State.
For a man who remains a quintessential public servant of imposing purpose and public-spirited sentiments, his character and politics remain endearing to the people. Indeed, quite apart from his genial, witty, unassuming and unpretentious disposition both in appearance and attire, he has massively succeeded in steadily establishing a reputation for political sagacity dedicated to his love for Delta State and its people.
A look at the development of Otuaro’s character through growth, responsibility and circumstances as well as his positive impact on humanity and society, is quite revealing. Here is a man who lives his life educating people and emphasizing the paramount role of integrity in human affairs.
Without doubt, the countless number of people Otuaro touched their lives directly and indirectly are a testament to a dedication on his part to practice his Christianity impactfully. Noteworthy is Otuaro’s unmatched passion to advocate education while going the extra mile by providing material support for people and communities for the purpose of deploying the powers of education for self and community development.
Clearly, Otuaro is someone who came into maturity to become a man of dematerialized character who basically placed excellence of mind and spirit above material considerations. It is within his background of a tireless community developer and grassroots mobiliser, Distinguished Senator Ifeanyi Okowa, the then PDP gubernatorial candidate drafted him as his running mate in the 2015 election in Delta State, a poll they won by a landslide. The choice of Otuaro as the Deputy Governor of Delta by his principal and mentor, has panned out to be a divinely scripted arrangement, something Governor Okowa himself happens to have alluded to in several fora.
This would explain the admirable degree of understanding and affiliation existing between them, which in turn has contributed greatly in placing the state on the path of prosperity, despite daunting economic challenges. Not long after they took over the reign of government, Otuaro chaired the first State Executive Council Meeting at the instance of Governor Okowa, a clear testament to the governor’s open-minded disposition and reassurance in Otuaro’s dependability.
Governor Okowa had also delegated many demanding assignments to his deputy. On my part, I find this uncommon degree of trust in a deputy most commendable on the part of the ‘People’s Governor’ and it is my hope that the unique synergy between Delta’s number one and number two is replicated in other states.
Yet I am not surprised that the Governor would have found in his deputy a trustworthy lieutenant for in the ways it matters most, Otuaro is dependability, loyalty and trustworthiness personified.
Thus Otuaro was in the thick of the initial efforts by the Minister of State for Petroleum, Dr. Ibe Kachukwu, and later the Vice President, Prof. Yemi Osibanjo, to return peace to the Niger Delta region. The behind-the-scene moves have culminated in the peace-building mission of Mr. Vice President to the region, an ongoing process that is already yielding dividends for the entire nation. It is to the gain of Delta State, nay our country that Otuaro has retained a very active engagement with the Nigerian social space, playing multifaceted roles that remain dedicated to deepening Nigeria’s democracy towards building a country that works for all our people.
