Africa’s AI Crossroads: Sovereignty or a Peripheral Role?

At nearly every conference I’ve attended this year, someone has pulled me aside to ask the same question: “Do you think Africa is actually ready for AI?” Sometimes it’s asked with optimism, sometimes with skepticism, but always with genuine concern. That question stayed with me. So, I began digging into the numbers, the policies, the infrastructure gaps, and the innovation happening on the ground. What I found was a story that doesn’t fit neatly into the narratives we usually hear.

This piece is my attempt to answer that question honestly, using evidence rather than assumptions.

The Paradox of Progress

Artificial intelligence is gaining real momentum across Africa. Consider Nigeria: in 2024, it remained the continent’s leading destination for venture capital, attracting $520 million in equity funding and accounting for 16% of all VC deals (AVCA, 2024). The country is quickly becoming a regional tech hub, especially in fintech and AI-driven solutions.

Other African nations are moving with similar ambition. Senegal launched its National Strategy for the Development of Artificial Intelligence in September 2023 that aims to train 90,000 people in data science by 2028 and establish a regional center of excellence to support West Africa (Republic of Senegal, 2023; ECDPM, 2024). Ghana, Kenya, and Rwanda are also rolling out national AI initiatives with a focus on talent development, digital infrastructure, and industry partnerships.

This is not theoretical momentum innovators across the continent are already building practical solutions to local problems. Farmers are using AI-powered tools for crop insights and weather guidance. Clinicians in low-resource settings are testing AI systems that support faster, more accurate diagnoses. Startups are applying machine learning to challenges in logistics, identity verification, financial access, and public service delivery.

Yet the distribution of progress remains uneven. In 2024, the “Big Four” countries—Nigeria, Egypt, Kenya, and South Africa accounted for 55% of all deals and 64% of capital, though this concentration decreased from 79% in 2023 (AVCA,2024). Investment flows predominantly to established tech hubs, reinforcing regional disparities and concentrating opportunity. Instead of enabling shared prosperity, early AI investment patterns risk consolidating power in a few cities while leaving others behind.

To fully unlock AI’s potential, Africa must pair its rising momentum with deliberate efforts to broaden participation, ensuring that the next wave of investment lifts the entire continent, not just its most mature markets.

The Infrastructure Gap Isn’t Just a Speed Bump—It’s a Chasm 

Africa’s deepest obstacle to competing in the global AI race is not talent or ambition—it’s infrastructure. The continent has less than 1% of the world’s data-center capacity. Nearly half of Sub-Saharan Africa does not have reliable electricity and mobile internet connectivity sits at 27%, compared to a global average of 57% (ITU, 2023).

These are not minor inconveniences; they are structural choke points. Modern AI systems need steady power, fast internet, and large-scale computing hardware to function. To put this into perspective: a single rack in an AI data center can consume around 50 kilowatts of power more than eight times what the average Nigerian household uses in an entire year.

No matter how strong the policies are or how innovative entrepreneurs are, AI cannot scale on a continent still struggling to power homes and connect communities. Without addressing this infrastructure gap, Africa risks being left behind in the next wave of global technological transformation.

A Chance to Shape AI for African Realities

Modern AI runs on data, the more, the better. But most of the data powering today’s large language models comes from the Global North. Very little of it reflects African languages, markets, or lived realities.

The result is predictable: AI works beautifully for the people it was built for, and poorly for everyone else AI systems trained on Western data, reflecting Western values and languages, are being deployed to solve African problems. Word-error rates for automated speech recognition sit below 5% for English and Spanish but spike to 30-50% for languages like Swahili. Most West African languages aren’t even in the conversation.

Yet this gap reveals a tremendous opportunity: Africa can build AI that truly understands its people.
From health diagnostics adapted to local environments to financial tools designed for informal economies, the continent has unique needs and unique markets that global models cannot serve without African data and African insight.

This isn’t a weakness. It’s a competitive edge waiting to be developed.

The Brain Drain Accelerates

Africa is producing AI talent. But it’s not retaining it. The skills gap is growing not because Africans can’t learn AI, but because those who do often leave for opportunities elsewhere. When a data scientist in Lagos can earn five times their local salary working remotely for a company in San Francisco, can we really blame them?

The result is a vicious cycle: limited local expertise leads to dependency on foreign solutions, which limits the development of local capacity, which drives more talent to leave.

Governance: The Missing Foundation

Multiple West African countries have launched AI strategies. ECOWAS published draft revisions to its data protection framework. Nigeria introduced guidelines for ethical AI deployment.

With targeted investment in regulatory capacity and cross-country collaboration, the continent can create governance models that reflect African priorities privacy, fairness, local accountability, and community benefit.

The Question Is Not Readiness—It’s Opportunity

Africa’s readiness for AI should not be measured by how closely it resembles Silicon Valley. The continent’s strength lies in its ability to innovate around constraints using mobile money to accelerate financial inclusion, using satellite imaging to support agriculture, using creative, culturally rooted solutions to solve real problems.

The real question is: How can Africa position itself to lead in areas where its challenges and strengths allow for breakthrough innovation?

With an estimated $7 billion needed for infrastructure and skills, the scale is entirely achievable—especially considering the size of the opportunity ahead.

Doing so will require deliberate choices.

• First, infrastructure must come first. An AI economy cannot exist without reliable electricity, affordable broadband, and stable connectivity. Any serious conversation about artificial intelligence in Africa that ignores infrastructure is disconnected from reality.

• Second, data sovereignty must be non-negotiable. Africa must own its data, build representative datasets, and train models that reflect its languages, cultures, and values. This is not a matter of pride—it is a matter of performance. AI systems built without African data will inevitably fail African users.

• Third, investment must extend beyond the usual few countries and cities. Concentrating capital in a handful of hubs does not create a continental ecosystem; it creates digital city-states surrounded by exclusion. A sustainable AI future depends on broader geographic participation.

• Fourth, skills development must be paired with local opportunity.Training programs alone are insufficient if talent has nowhere to apply those skills at home. Africa must create conditions that allow AI professionals to build meaningful, long-term careers locally, rather than preparing them for export.

• Finally, governance must move from intention to enforcement. Policies without implementation capacity are symbolic at best. To ensure AI serves the public good, Africa needs regulatory institutions with the technical expertise and authority to match their ambition.

Together, these priorities offer a credible path for Africa to not just participate in the AI revolution but to help shape it.

The Choice Ahead

Africa is not standing at the edge of the AI revolution wondering whether to join. It is already participating, experimenting, and investing, albeit under heavier constraints than most regions have ever faced. The question, then, is not whether Africa is ready. It is whether Africa will be empowered to compete on fair terms.

If infrastructure gaps are closed, if African data is treated as a strategic asset rather than an extractive resource, if talent is given reasons to stay and build, and if governance moves from aspiration to enforcement, AI could become one of the most powerful economic equalizers the continent has ever seen.

This is not a race to replicate Silicon Valley. It is an opportunity to define a different model, one rooted in local realities, global relevance, and shared prosperity.

AI is already shaping the future. Whether Africa helps write that future, or is merely affected by it, depends on the decisions made now.
