A passionate appeal has gone to the Delta State Government to urgently approve a digital policing proposal submitted by a Delta-born, United States–based security innovator, as part of efforts to modernise the state’s security architecture and curb rising incidents of violent crimes.

The appeal comes amid renewed concern over insecurity in parts of the state, including kidnapping, ritual killings, farmer-herder clashes, and other violent crimes, even as High Chief Government Ekpemupolo, alias Tompolo, recently donated ₦10 billion to the Delta State Security Trust Fund to boost security operations.

The proposal, developed by Karzame Technologies (USA and Nigeria), was submitted to the state government in June 2025. It outlines a comprehensive Digital Policing System built on three integrated layers designed to connect citizens, security agencies, and command authorities in real time.

According to the document, the system comprises the Karzame Residence App, the VigilantEye Tracking & Dispatch System, and the Alpha Factor Algorithm. The Karzame Residence App allows citizens to send emergency alerts, share live GPS locations, request virtual escorts, and report incidents directly to the state’s command centre.

The second layer, the VigilantEye Tracking App, is designed for security personnel, enabling drone-assisted response, real-time tracking of patrol teams, and intelligent coordination for faster dispatch and accountability. The third layer, the Alpha Factor Algorithm, provides predictive policing capabilities by analysing crime data to identify hotspots, forecast threats, and generate actionable intelligence.

The system also includes core features such as SOS alerts, drone integration, virtual escort services, SIM-swap protection, and a central command dashboard for coordinated operations.

Supporters of the proposal argue that the timing is ideal, given the state’s readiness and the financial boost from Tompolo’s ₦10 billion donation. They noted that Governor Sheriff Oborevwori had earlier declared during the launch of the Delta State Security Trust Fund that his administration would deploy technology to combat insecurity across the state.

“Very soon, we shall deploy technology to help detect and engage all these criminals undermining the peace of our dear state,” the governor had said at the event.

Security advocates say the Karzame Digital Policing System aligns perfectly with the governor’s vision and could help tackle the security challenges affecting communities such as Warri, Abraka, Sapele, Uvwie, Oghara, Asaba, and Agbor.

They further noted that Tompolo’s donation has provided a unique opportunity to integrate modern technology into the state’s security structure through a public-private partnership approach. “Tompolo’s gesture has injected the financial muscle needed to launch a full-scale digital policing system that can make Delta a model for technology-driven security in Nigeria,” the proponents said.

The proposal recommends a phased rollout, beginning with a 90-day pilot in select local governments before full-scale deployment. It also suggests the issuance of an executive order by the governor to kickstart the initiative, the creation of independent security task forces at the local government level, and extensive capacity building for operatives.

Public sensitisation, transparency, and community ownership are also key components of the plan to ensure sustainability and citizen participation.

Advocates of the system say the adoption of digital policing will not only strengthen intelligence gathering and rapid response but also deter criminals. They pointed out that similar smart security models in the United States have significantly reduced crime rates, forcing criminals to relocate from areas covered by predictive policing and real-time surveillance.

“The time for hesitation is over,” they said. “With technology ready and resources secured, Delta State now has the chance to lead Nigeria in digital security transformation. If Governor Oborevwori acts decisively, the state will become a model for real-time, technology-driven policing that prioritises the safety of every citizen.”
