You will recall that on May 20, 2015, Jonathan had in the twilight of his tenure, upgraded Adeyemi College of Education, Ondo to Adeyemi University of Education, Ondo; Federal College of Education, Zaria to Federal University of Education, Zaria; Federal College of Education, Kano to Federal University of Education, Kano, and Alvan Ikoku College of Education, Owerri to Alvan Ikoku University of Education, Owerri.

I am glad about the recent recruitment into the police but that recruitment should not be limited to the rank and file. There are practicing lawyers that can be engaged, trained and retrained, who will come in, not as rank and file policemen. They could be promoted and empowered to deal with these challenges so that the capacity of the police to use the tools of science in investigation is achieved. This will enhance capacity. I will not draw an arbitrary line; we will only be concerned with crimes that took place within the past few years.
