THE alleged mastermind behind the rape of the two daughters (names withheld) of the Councillor for Ndiagu Echara Ward I in Ikwo Local Lovernment Area of Ebonyi State, Mrs Margret Elom, was, yesterday, arrested by the operatives of state police command in Abakaliki.
