ABUJA – A nonprofit organization, Orient Community Foundation, Monday, commended the Administrator of the Presidential Amnesty Programme, PAP, Dr Dennis Otuaro over his sterling leadership and achievements after he was appointed by President Bola Tinubu.

This was contained in a statement signed by the Chairman/CEO Orient Community Foundation, High Chief Ebizimor Preye Raphael, where Otuaro’s achievements were described as significant milestones in the history of the Niger Delta region.

According to Raphael, Dr. Otuaro’s appointment as the Administrator of PAP, Otuaro has proved to be a round peg in a round hole that has changed the narrative in the Niger Delta region on how he has been able within the short period he assumed office with a strong background in comparative politics, development studies, and public administration to make the desired impact on the lives of the people in the region as aimed to reposition the programme for greater impact.

He said: “The Presidential Amnesty Programme (PAP) under the leadership of Chief Dr. Dennis Burutu Otuaro has achieved remarkable success, marking a significant milestone in the history of the Niger Delta region.

“The Administrator of the PAP, who was appointed March, 2024 has brought his wealth of experience and expertise to bear on the programme, resulting in unprecedented achievements.

“Dr. Otuaro’s appointment as the Administrator of the PAP was a strategic move by the Federal Government, aimed at repositioning the programme for greater impact. With his strong background in comparative politics, development studies, and public administration, Dr. Otuaro has been able to navigate the complex landscape of the Niger Delta region, engaging stakeholders and beneficiaries in a meaningful way.

“Under Dr. Otuaro’s leadership, the PAP has recorded significant achievements, including: The successful reintegration of ex-agitators into their communities, with many of them becoming entrepreneurs and employers of labour.

“The provision of vocational training and education to beneficiaries, equipping them with skills and knowledge to compete in the modern economy.

“The implementation of community-based projects, aimed at improving the lives of people in the Niger Delta region.

“The strengthening of partnerships with key stakeholders, including state governments, local communities, and private sector organizations.

“Onshore and offshore Deployment of Students under the programme.”

However, he (Raphael) called on stakeholders and people of the region to support the PAP administrator for greater performance and impacts including necessary financial support to continue PAP’s Programmes and projects in the Niger Delta region.

“Despite these achievements, there is still much work to be done. The PAP requires the support of all critical stakeholders to achieve its objectives. As Governor Douye Diri emphasized, adequate funding is crucial for the programme’s success. Therefore, stakeholders must work together to ensure that the PAP receives the necessary financial support to continue its vital work.

“In this regard, we urge all stakeholders, including government agencies, community leaders, and private sector organizations, to rally behind Dr. Otuaro and the PAP. By working together, we can ensure that the programme continues to make a positive impact on the lives of beneficiaries and the Niger Delta region as a whole.

“We commend Dr. Otuaro for his tireless efforts and commitment to the success of the PAP. We are confident that under his leadership, the programme will continue to achieve great things and make a lasting difference in the Niger Delta region.”
