Since May 29, 2023, Governor of Cross River State, Senator Bassey Edet Otu has pursued a people centered agenda focused on stabilizing the state, strengthening public institutions, and delivering tangible development across key sectors. His administration has placed equal emphasis on security, infrastructure, healthcare, education, and human capital development, guided by the belief that sustainable progress must touch every aspect of citizens’ lives. Within a short period, Governor Otu’s leadership has begun to reshape governance in Cross River State through targeted projects and strategic reforms.

Security remains a foundational pillar of the Otu administration, not as an isolated priority but as an enabler of development. His government has strengthened collaboration with the Nigerian Army, Police, Navy, and other security agencies to address cultism, kidnapping, and cross border crimes. The reactivation and support of Operation Akpakwu has improved security presence in flashpoint areas, while regular security council meetings have enhanced coordination and intelligence sharing. These efforts have helped restore confidence among residents, traders, and investors across the state.

Infrastructure development has been one of the most visible areas of achievement under Governor Otu. His administration has prioritized road construction and rehabilitation to improve connectivity and stimulate economic activities. Key projects include the rehabilitation of the Calabar Road leading to Akamkpa, the construction works on the Okuku Yala Road, and ongoing interventions on rural access roads across Biase, Ikom, and Odukpani Local Government Areas. These projects have reduced travel time, improved access to markets, and enhanced mobility for rural communities.

Urban infrastructure has also received attention. In Calabar, the state capital, Governor Otu’s administration has embarked on drainage rehabilitation projects to address flooding challenges, while road maintenance works have improved the functionality of major streets. Public facilities and government buildings are being upgraded to improve service delivery and restore efficiency in the public sector. These interventions contribute to a cleaner, safer, and more organized urban environment.

Healthcare reform is another major pillar of Governor Otu’s development agenda. His administration has focused on revitalizing the healthcare system by upgrading facilities and expanding access to quality services. Notable projects include the rehabilitation and equipment upgrade of the General Hospital Calabar and improvements to the Dr Lawrence Henshaw Memorial Hospital. Primary Healthcare Centres across local government areas are also being renovated and equipped to strengthen grassroots healthcare delivery.

The governor has emphasized maternal and child health as a priority, supporting immunization programs and basic health services in rural communities. By improving healthcare infrastructure and supporting medical personnel, the administration aims to reduce preventable deaths and ensure that citizens have access to affordable and reliable healthcare services regardless of location.

Education remains central to Governor Otu’s vision for long term development. His administration has invested in the rehabilitation of public schools and the provision of teaching and learning materials. Schools across the state have benefited from classroom renovations, furniture supply, and improved sanitation facilities. Institutions such as the University of Cross River State and the Cross River State College of Education, Akamkpa, have received government attention aimed at improving infrastructure and academic standards. These interventions reflect the administration’s resolve to strengthen human capital through education and skills development.

Human capital development extends beyond formal education under Governor Otu’s leadership. His administration has introduced youth empowerment and skills acquisition programs designed to address unemployment and promote self reliance. Training initiatives in agriculture, digital skills, and small scale entrepreneurship have provided opportunities for young people to develop income generating skills. Women empowerment programs and support for small businesses have further expanded economic participation and social inclusion.

Economic diversification is closely tied to these human capital initiatives. Governor Otu has revitalized interest in agriculture and tourism as key drivers of growth. Agricultural support programs have improved access to inputs and extension services for farmers, while the administration continues to reposition tourism assets such as Tinapa Business and Leisure Resort and the Marina Resort in Calabar. Cultural festivals and heritage promotion efforts are also being supported to boost tourism and create jobs.

In governance and public finance, Governor Otu has emphasized transparency and fiscal responsibility. The consistent payment of salaries and pensions has restored confidence among civil servants and retirees, while prudent resource management has enabled the government to focus on projects with direct impact on citizens.
