ABUJA- AS Nigeria commemorates 25 years of uninterrupted democracy amid daunting challenges, ActionAid Nigeria, AAN, Thursday, scored President Bola Tinubu on poverty reduction, media space, food production and security, power generation, rule of law and anti-corruption, tax and revenue generation, and cost of governance.
In assessing the one year of the Tinubu-led administration, the Country Director, AAN, Andrew Mamedu, in a chat with Vanguard counselled that Tinubu needs to focus and implement more of pro-poor policies in order to alleviate the plight of Nigerians.
Mamedu said: “Poverty Reduction; Over the past year, Nigeria has experienced a mix of highs and lows. Positive developments such as the introduction of the Student Loan Act and the appreciation of the Naira brought smiles to the faces of Nigerians. However, amidst these moments of optimism, the nation has also grappled with significant economic challenges stemming from the removal of subsidies and the floating of the Naira.
“These policies have negatively impacted the citizens, particularly evidenced by the alarming food inflation rate of 35.4 per cent reported by the National Bureau of Statistics, NBS, ActionAid stands in solidarity with the poor and advocates for social justice as a crucial step towards alleviating poverty in the country. Despite the daunting economic climate, we urge President Tinubu to redouble efforts in addressing the poverty rate by implementing more pro-poor policies to turn around the situation.
“Media Space; Despite recent challenges, Nigeria’s media landscape has demonstrated resilience and courage in the face of adversity. While there have been instances of journalists facing arrest and intimidation, the media continues to play a crucial role in upholding democratic values and holding those in power accountable. However, the civic space is seemingly shrinking, and citizens increasingly fear arrest for voicing opposition to certain government policies. It is important for President Tinubu to recognize, both in words and action, the importance of a free and independent press and urge the security agencies to uphold press freedom which is essential to ensure a vibrant and democratic society.
“Food Production and Security; The Tinubu administration’s declaration of a state of emergency in the agricultural sector shortly after assuming office was a commendable step towards addressing food production and security challenges in Nigeria. This action demonstrated the government’s recognition of the importance of agriculture in ensuring food sufficiency and economic development. Although implementation challenges persist, the administration’s commitment to prioritising agriculture is a positive sign for the sector’s future growth and development.
“As the administration continues, it is important for the President to consider implementing measures such as extension services, access to credit, support for women and youth in agriculture, the implementation of appropriate labour-saving technologies, provision of inputs, development of irrigation infrastructure, and measures to reduce post-harvest losses (including processing facilities, storage facilities, training, and market access).
“Additionally, we expect a significant investment in Climate Resilient Sustainable Agriculture (CRSA)/Agroecology, research and development, monitoring and evaluation, and effective coordination within the sector.
“Power Generation; Despite existing challenges, the administration has shown a willingness to explore innovative solutions to Nigeria’s power generation needs. Efforts to address corruption and inefficiencies within the sector are indicative of the government’s commitment to improving access to electricity for all Nigerians. While there is still much work to be done, the administration’s proactive approach to addressing power generation issues is a step in the right direction. At ActionAid, we believe social amenities, including electricity, are rights that should be accessible to all Nigerians.
“Rule of Law & Anti-Corruption; We recognise the Federal Government’s efforts to strengthen legal frameworks and promote transparency and accountability within various ministries and agencies, including the arrest, suspension, and removal of corrupt officers. These are positive steps towards upholding the rule of law in Nigeria. However, instances of flagrant disobedience of court orders and conflicting court orders persist within the system, contributing to a general lack of trust in the judiciary.
“It is important for the Presidency to reiterate to political appointees in stronger terms that the judiciary operates independently of political influence. Additionally, updating and enforcing current legal frameworks that promote fairness, transparency, and accountability will be crucial to restoring trust and integrity within the judiciary.
“Tax and Revenue Generation; Significant progress has been made in increasing revenue generation capabilities. However, the administration has yet to find an effective way to expand its revenue base to tax the wealthy more equitably. Currently, the tax system seems to disproportionately burden the poor. For instance, the now suspended Cybersecurity Act exemplifies this imbalance.
“The tax system needs to be more progressive and fairer to ensure it does not disproportionately affect the lower-income population. Considering that 90% of Nigeria’s economy is in the informal sector, it is crucial to broaden the tax base by formalizing this sector and improving tax compliance. This can be achieved through simplified tax procedures, better enforcement mechanisms, and the implementation of progressive tax policies that ensure a fair distribution of the tax burden.
“Cost of Governance; The cost of governance has tapered slightly under the current administration. Although there are more ministers and aides compared to the previous administration, there have been reductions in other areas. The administration has curtailed foreign trips and reduced expenditures on state functions and celebrations. Additionally, VIPs are now required to pay tolls at airports.
“There is also a commitment to implement the Steve Oronsaye Report, which is ongoing. Once fully implemented, this report has the potential to further reduce the cost of governance significantly.”
