Boukari Laouali Chaibou:'Justice is sometimes blind, in the wrong way'

Boukari Laouali Chaibou, jurist, author and public figure, originally from Niger began his writing career in 2019, after reading the book “Les veilleurs de Sangomar” by writer Fatou DIOME, he explains in an interview.

He has held the position of special legal advisor to the Minister of Energy and Renewable Energies of the Republic of Niger.

He came to public attention in 2022, following the publication of his book “Droit Pénal Spécial”. The author of this book offers a demystified vision of criminal law in its entirety. He reviews all offenses, providing an exhaustive list of their constituent elements and associated penalties.

This enables the reader to understand each category of offence, but it can also make for dense, complex reading for those unfamiliar with legal jargon.

The clarity of the book can sometimes be a problem, as it focuses mainly on the technical aspects of special criminal law. Concepts are often explained in formal legal language, which can make understanding difficult for novices. However, the author makes every effort to define key legal terms, which is useful for readers with less experience in this field.

Another feature of the book is the inclusion of concrete examples and case studies. This adds a practical dimension to the theory and helps illustrate the application of legal concepts. References to recent court decisions and legislative developments offer a current perspective on the subject, which is appreciated by readers wishing to keep abreast of recent legal developments.

In 2023, his book “10 ans au pouvoir: Issoufou Mahamadou” (10 years in power: Issoufou Mahamadou) was the subject of much controversy.

The book offers a retrospective of ten years of governance by the former president of Niger. The aim of this political analysis is to examine the achievements, policies implemented and challenges encountered during the two terms of office of the former President of the Republic of Niger, Issoufou Mahamadou.

The author offers a detailed perspective on Mahamadou Issoufou’s governance, examining key policies implemented in different areas, such as the economy, education, health and political governance. The book seeks to present a comprehensive assessment of this period, highlighting achievements as well as shortcomings and criticisms.

In doing so, the author attempts to adopt an objective approach, providing factual data and relevant indicators to support his arguments. Nevertheless, it is important to note that perceptions of governance and the achievements of a political leader can vary according to viewpoints and opinions. Consequently, it is essential for the reader to bear in mind that this analysis represents a specific perspective on Mahamadou Issoufou’s term of office.

The book also offers a historical and contextual perspective, examining the challenges facing the country when Mahamadou Issoufou took office, and analyzing developments throughout his presidency. This enables readers to appreciate the circumstances in which policies were implemented, and to assess results in the light of the political and socio-economic context.

However, it should be noted that this book presents a limited view, given that it focuses on the author’s point of view and on the specific policies implemented during Mahamadou Issoufou’s term of office. A more comprehensive analysis would require a comparative approach, taking into account the various opinions and assessments from other sources and political actors.

Also in 2023, he published his novel “Impact”, aimed at denouncing the African justice system. According to him, some people go to prison for offenses they didn’t commit because they can’t afford a lawyer. In a passage from the novel, we read: “In the end, everything in life is IMPACT.
It doesn’t matter whether we’re good or bad, whether our intentions are laudable or not.
Every action we take has an effect.
And we never know in advance what IMPACT it will have.
This novel is a tribute to all those who have gone to prison for offenses they didn’t commit.
It is also a tribute to all the lawyers and judges who do their utmost to guarantee the defense and protection of those to whom the system has been unfair.”

In the same year, he won the local “La plume étendue” prize, a distinction awarded to authors whose works have been the subject of several media reviews.
