Electoral Reform:INEC commissioner proposes proportional representation

ENUGU – THE Independent National Electoral Commission (INEC) Resident Electoral Commissioner in Enugu State, Mr Austin Okojie, has proposed the First-Past-the Post and  modified proportional representation for 2011 general elections.

Under the system, he explained, participants in an election especially those who scored 70 percent and above stand to benefit from the outcome of the election by participating or being members of the government or any office that would emerge from the said election.

Okojie was of the view that the concept of proportional representation in the composition of government, if adopted, would eliminate the winner takes all syndrome, which gives rise to protracted post-election disputes.

Speaking with Vanguard in Enugu, the REC observed that “the winner takes all attitude of our political system does make for exclusion and post-election tension”, adding that the modification of the system that would ensure proportional representation by political parties should be given due consideration.
