Citizen petitions ICPC over alleged non-distribution of Kaduna North Constituency empowerment items

A resident of Kawo in Kaduna North Local Government Area, Ibrahim Sa’id Alkali, has petitioned the Independent Corrupt Practices and Other Related Offences Commission (ICPC), calling for an investigation into the alleged non-distribution of constituency empowerment items reportedly procured for Kaduna North Federal Constituency.

In a petition dated June 23, 2026, Alkali urged the anti-corruption agency to verify claims surrounding the procurement, delivery, custody and distribution of the items allegedly acquired for the benefit of constituents represented in the House of Representatives by Hon. Mohammed Bello El-Rufai.

According to the petition, the items reportedly earmarked for empowerment programmes include 212 tricycles, 320 motorcycles, 450 sewing machines, 24 vehicles, 200 water pumping machines and 5,500 bags of rice.


The petitioner alleged that despite reports that some of the items had been delivered at different times over the past two years, there was no publicly available information known to many residents indicating that they had been distributed to intended beneficiaries.

Alkali further requested the ICPC to investigate whether additional empowerment materials, agricultural inputs, equipment, vehicles or other constituency intervention assets had been procured and allocated to Kaduna North Federal Constituency since the current lawmaker assumed office.

He stated that information available to him suggested that some of the items might be stored in locations including a warehouse in Minna, Niger State, a property on Danja Road in Kaduna State, and another warehouse in Idu District of the Federal Capital Territory, Abuja.

However, the petitioner acknowledged that he had not independently verified the claims and urged the ICPC to conduct an impartial investigation to establish the facts.

“The information available to me may require independent verification, but given the public nature and potential value of the items involved, it is important that the relevant authorities ascertain the true position of things,” the petition reportedly stated.

Alkali asked the commission to determine whether the items were actually procured and allocated to the constituency, identify the source of funding, contractors and suppliers involved, establish their current location and condition, and verify whether beneficiary and distribution records exist.

He also urged the commission to investigate any evidence of diversion, concealment, sale or misuse of publicly funded assets and, where necessary, take appropriate administrative, civil or criminal action in accordance with the law.


The petitioner maintained that his request was made in the public interest and was not intended to presume wrongdoing against any individual or institution.

As of the time of filing this report, neither the ICPC nor Hon. Mohammed Bello El-Rufai had publicly responded to the allegations contained in the petition.
