The Director General of the Delta State Contributory Health Commission (DSCHC), Olorogun Isaac Omavuaye Akpoveta, has been listed in the 2025 edition of Who’s Who in Africa, joining a distinguished list of Nigerians whose influence spans governance, business, science, culture and public service.
Chief Dr. Akpoveta is recognized among Africa’s leading figures in health systems management, public health administration, health insurance innovator, health policy development and community development. His profile appears on page 234 of the compendium, which editors describe as a record of Africans whose work has shaped institutions and improved lives across the continent.
The 2025 Who’s Who in Africa Bibliographical Compendium is an annual publication of Pan-Africa Magazine and Time Africa Magazine. The 500-page volume was unveiled in Abuja on 30 November 2025 and features notable Africans drawn from politics, economics, science, healthcare, business, sports and the creative industries.
Among the notable Nigerians listed in the 2025 edition are President Bola Ahmed Tinubu; Ngozi Okonjo-Iweala, Director-General of the World Trade Organization; industrialist Aliko Dangote, founder of the Dangote Group; business leaders Mike Adenuga and Femi Otedola; investor and entrepreneurship advocate Tony Elumelu; and renowned cleric Francis Cardinal Arinze.
The list also includes Philip Emeagwali, the Nigerian computer scientist known for pioneering work in massively parallel computing; Afrobeats star Davido, recognised for his global cultural impact; football icon Victor Osimhen; and political figure and civic leader Peter Obi. Their inclusion reflects the breadth of Nigerian influence across global policy, commerce, innovation, culture and public life.
Editors of Who’s Who in Africa cited Dr. Akpoveta’s role in transforming healthcare financing and access in Delta State as central to his selection. Under his leadership, the DSCHC has enrolled close to three million residents, positioning it as one of Nigeria’s most effective sub-national health insurance schemes.
Olorogun Dr. Akpoveta, popularly known as the Royal Physician, is widely regarded as a visionary healthcare administrator whose career spanning over four decades blends clinical practice with strategic management and policy formulation and innovation. Born of Urhobo extraction and native of Ughelli, Delta State, he earned his MBBS degrees over four decades from the prestigious College of Medicine, University of Lagos, and later obtained a Master’s in Business Administration from Lagos State University Lagos. He is a double alumnus of Harvard University and certified in Artificial Intelligence from Texas University, both in the United States of America.aHe is ⁹a certified Health Economist of the Middlesex University, London.
His professional credentials include fellowships of the Nigeria Institute of Management, the Association of Nigerian Private Medical Practitioners, the Institute for Healthcare Finance and Management, and the Institute of Chartered Management Consultants. He is also a World Health Organization-certified Health Financing Policy for Universal Health Coverage System Management Consultant. A member of the Nigerian Medical Association, he is also an international member of the American Association of Family Physicians.
Recognizing his prominent role in uplifting the vulnerable especially through social health insurance and impactful community development, the United Nations through its UN-POLAC Award Centre, distinguished him as an Ambassador; Doctor of Humane Letters (Honoris Causa); Nigeria South-South Patron of the UN- POLAC; and the Keeper of the UN-POLAC FLAGS.
Dr. Akpoveta’s public service prominence dates back to 2015, when he led the Technical Working Group that drafted the Delta State Contributory Health Insurance Commission Bill. Following its passage, he served as chairman of the governing board and presently as the Director-General/CEO, overseeing initiatives for indigent residents, artisans, students, and a maternal and child health programme providing free care for pregnant women and children under five, especially in hard-to-reach areas of Delta State.
