The Southern Nigeria Youths Congress (SNYC) has called on the Kano State Government to immediately disband a parallel enforcement outfit operating under the name Hisbah Independent Fisabilillahi, describing the group as illegal and unconstitutional.

The Congress warned that the emergence of such an outfit poses a serious threat to public order and could further escalate the already fragile security situation in Kano State.

Addressing journalists at a press conference held on Friday, December 12, 2025, at Voyage Hotel, Oregun, Lagos, SNYC leaders demanded urgent government intervention and a full-scale investigation to uncover the financiers, sponsors, and operational structure of the group.

Speaking on behalf of the Congress, the SNYC Chairman, Ambassador Timothy Oyetunji, alongside the Secretary, Mr. Nurudeen Saliu, expressed strong concern over the formation of what they termed an unregulated and unlawful security body. They warned that at a time when Nigeria is grappling with banditry, kidnapping, terrorism, and other violent crimes, the creation of a parallel enforcement group could worsen insecurity rather than address it.

According to the Congress, the existence of such an outfit carries grave risks, including potential clashes with constitutionally recognized security agencies, erosion of public confidence in lawful security institutions, and the circumvention of established procedures for maintaining public safety.
