The Concerned Citizens Network for Democracy (CCND) has called on the Benue and Zamfara State Assemblies to operate in accordance with constitutional requirements, particularly regarding quorum and legislative inclusivity.

In a statement released in Abuja on Sunday, the CCND Secretary-General, Moses Adamu, emphasized the need for the full reinstatement of all suspended lawmakers in both states. He noted that maintaining a functional and representative legislature is essential to the integrity of democratic governance and fiscal oversight.

“The strength of a democracy lies in the balance of its institutions. A legislature must reflect the full participation of its elected members to be effective,” Adamu said.

CCND expressed concern that ongoing suspensions have limited the operational capacity of both legislative chambers, potentially affecting their ability to meet constitutional quorum for critical decisions, including budget deliberations.

According to the group, this situation may have implications for the legal standing of appropriation processes and other legislative duties, prompting them to consider seeking judicial interpretation if necessary.

Adamu said that the group is prepared to file a suit at the Federal High Court to clarify whether statutory allocations can continue in states where legislative quorums are not met due to internal suspensions.

“The goal is not to halt development or disrupt governance, but to encourage adherence to constitutional processes that ensure accountability and broad-based representation,” he explained.

CCND also advocated for inclusive legislative practice, urging both state governments to consider dialogue and reconciliation as the preferred path forward. The group suggested that federal financial institutions such as the Central Bank of Nigeria (CBN) and the Office of the Accountant General should also monitor developments to ensure compliance with national laws.

The group added that a return to full legislative participation would strengthen governance outcomes, particularly in areas like budget implementation, oversight, and policy direction.

“We are hopeful that the situation can be resolved amicably through constructive engagement and respect for due process,” the statement concluded.
