A Niger Delta group, Team Egbemo 1, has commended the Administrator of the Presidential Amnesty Programme (PAP), Dennis Otuaro, for what it described as his renewed commitment to human capital development and empowerment in the Niger Delta region.
The group said Otuaro’s two-year administration had been marked by strategic leadership aimed at strengthening the programme’s core mandate of peacebuilding, youth empowerment and sustainable development.
Leadership and members of Team Egbemo 1, led by Comrade Daniel Sapele, in a congratulatory message to Otuaro on his two years in office, said his tenure had brought stability among ex-agitators while restoring confidence in the Amnesty Programme.
In a statement issued in Warri, the group said the PAP Administrator had demonstrated “remarkable dedication” to repositioning the programme as a credible platform for human capital development and socio-economic empowerment.
According to the statement, “Within the past two years, Dr. Otuaro has demonstrated remarkable dedication to repositioning the Amnesty Programme as a credible platform for human capital development, peacebuilding and socio-economic empowerment.”
The group particularly commended Otuaro’s emphasis on education and capacity development, noting that under his leadership thousands of beneficiaries had been enlisted into educational scholarship programmes within and outside Nigeria.
It said the initiative had provided youths with opportunities to acquire knowledge and skills that would enable them contribute meaningfully to the development of the Niger Delta.
Team Egbemo 1 further stated that the PAP under Otuaro had strengthened the reintegration framework of the programme through expanded vocational training initiatives, support for entrepreneurship development and strategic partnerships aimed at creating sustainable livelihoods for ex-agitators and youths across the region.
The group also noted that Otuaro’s inclusive leadership style and regular engagement with key stakeholders — including traditional rulers, community leaders and youth groups — had contributed significantly to peace and stability in the Niger Delta.
“This approach has significantly sustained peace, stability and unity in the region while rebuilding confidence in the Amnesty Programme,” the statement added.
Team Egbemo 1 also commended the administrator for what it described as his humility, accessibility and commitment to service, which it said had restored hope among beneficiaries and other stakeholders in the region.
The group further acknowledged Otuaro’s efforts at strengthening institutional reforms within the programme, improving operational efficiency and ensuring effective implementation of the PAP mandate.
While congratulating him on the milestone, the group expressed optimism that the next phase of his leadership would bring greater progress, innovation and stability to the programme and the wider Niger Delta.
It therefore urged stakeholders and beneficiaries of the Amnesty Programme to continue supporting Otuaro’s vision of a peaceful, prosperous and economically empowered Niger Delta region.
