The policy of course, is that of the federal government with the National Council on Privatisation, NCP, and the Ministry of Power, deciding that we should privatise. But the mode of privatisation is already provided in the Act setting up the NCP and the Bureau of Public Entreprises, BPE – of course the Electric Power Reform Act.
