MAKURDI—MEMBERS of the House of Representatives Committee on Works have said that to avoid bureaucratic bottlenecks in the civil service, the National Assembly would enact an Act establishing a Federal Highway Roads Authority.
Chairman of the committee and leader of a team inspecting federal roads in the North Central Zone, Mr. Ogbuefi Ozomgbachi, spoke after inspecting the Vandekiya-Obudu federal road in Benue State.
He said the National Assembly would introduce and pass Federal Roads Authority Act and Federal Roads Funds Act, adding “this will enable us to take away the issues of construction and maintenance of roads from ordinary bureaucratic bottlenecks.
“In South Africa, India, Malaysia and even Kenya and Ghana, they have these institutions. So there should be institutional reforms that take major infrastructural development away from the Ministry.
“The Ministry of Works will just be a regulatory authority such as what we have in Ministry of Communication, where we have Nigerian Communications Commission, NCC.
“In the aviation sector, we have Ministry of Aviation and then we also have FAAN, NACA, NAMA and the rest.”
