The chairman of Fiscal Responsibility Commi- ssion, Alhaji Aliyu Jubril Yelwa, has cautioned against spending and expenditures outside budgetary provision by Ministries, Departments and Agencies (MDAs).
Speaking at a meeting with a delegation of Kwara State Fiscal Responsibility Commission over the weekend, Alhaji Yelwa said all MDAs must ensure quarterly presentation of the budgetary implementation details to the commission.
He added that most supplementary budget are not in consonance with the Fiscal Responsibility Act, as they are not based on the Medium Term Expenditure Framework (MTEF), stressing that all budgets must conform with the MTEF of the new Act or else be considered illegal.
Yelwa said henceforth, the Commission will not take kindly to flagrant violation of the Act by some MDAs.
He said expenditure by MDAs outside the budget is unwholesome and reflects the level of financial indiscipline in the country.
He urged all MDAs and government officials to desist forthwith from spending money outside budgetary provision, stressing that the right thing to do is to return unspent funds to the treasury.
In his own remarks, chairman of Kwara State Fiscal Responsibility Commission, Alhaji Shehu Gafar, said Nigeria has long gone astray from the path of accountability.
He said incessant military interventions in the polity was responsible for the descent into bad governance and fall in moral values, adding that Fiscal Responsibility best practices will restore Nigeria to the path of sanity.
He said the delegation of Kwara Fiscal Responsibility Commission need a better grasp of the workings of the Act and the responsibilities of the Commission.
