We’ll deliver new Constitution before 2011 polls’

KANO — The Deputy Speaker of the Federal House of Representatives, Usman Bayero Nafada, has assured Nigerians that the House will deliver an amended constitution to the country before the 2011 general election.

Nafada told journalists in Kano that efforts are being  put in place to ensure that the Natioanl Assembly completes the constitution review process in good time.

“If we can not deliver an amended constitution before the election, then what is the point of doing it now? We are trying to see how to review the Constitution before 2011 general election,” he said.
and I believe that is what the senate is aiming at too”, Usman Bayero Nafada stressed.

The Deputy Speaker who was in Kano to oversee the Congress election of his party, the PDP explained that the House backed out of the joint Committee of the two chambers as a matter of choice.

Bayero Nafada stated that the Joint Committee of the two chambers as envisaged before was not constitutional, stressing that the House settled for separate procedure as a matter of choice and convenience.

According to the Deputy Speaker “Joint committee is not constitutional, it’s a matter of choice, it’s only something constitutional that we must adhere to, you can choose to join and you choose to separate”.

He revealed that the constitutional review process will be done bit by bit in line with global practices, pointing out the approach will speedy up the process for desired result.

“Anywhere in the world, constitution is reviewed bit by bit, that is why we felt we should review the constitution bit by bit here and the job had since commenced”, Nafada maintained

The Deputy Speaker denied any love lost between the leadership of the House and the senate on the choice to do a separate job, saying “there is no crisis between us and the senate”.
