If you ever attended any public function between July and December last year, in which the Speaker of the House of Reps, Hon. Dimeji Bankole was to make a speech, you woulld always be sure of these phrases from the ebullient: Speaker “… this year we have been able to save N450 billion of unspent fund from MDAs… we have discovered that in the last five years government generating revenue agencies have not remitted $24 billion into government coffers”. Speaker Bankole would repeat these phrases with such notoriety at each public address that the following came to my mind: Is it that the EFCC has not deemed it fit to start asking where the $24 billion has gone to if the Speaker’s assertion was true? Is it that, the Speaker is subtly indicting President Yar’Adua for poor monitoring of the revenue of the Federal Government?
At the beginning of every New Year it is the tradition in these climes for folks to make New Year resolutions. Politicians and yes, Senators also make resolutions. The New Year vow of many Senators not surprisingly would be on how they could concretise their positions in the polity, nay the Senate.
Seasonal holidays on the surface are about the most boring time for Senators and correspondents on the Senate beat. The Christmas and end of year period is especially dry in terms of activities and news stories.
In an attempt to assess the performance of the House of Reprehensive in 2008, this column attempted a small vox pop. The opinion expressed range from the caustic, sarcastic to even adulation. It is an interesting read “As far as I am concern, the removal of Patricia Etteh was to bring in someone they can do the same dirty deals with, but this time, to benefit all of them. Why have they kept quiet on the car purchase deal? To me they don’t exist in 2008.
There is no doubt that much dust has been raised over the content, quality and intention of the 2009 budget proposal as presented by President Umaru Yar'Adua to the National Assembly early this month.
While, the Senate slammed the budget as inadequate, poorly articulated and even dubious, the upper legislative chamber all the same went on to pass the budget last Wednesday. But, that is after it has raised it from N2.87 billion to N3.049 — a “paltry” increment of about 6%. Interestingly, in the interest of the National Assembly, the Senate in its distinguished wisdom slashed the budget of NASS to N108 billion after President Yar’Adua had proposed a princely N67 billion for it— 76% increment
