The National Executive Committee (NEC) of the Arewa Consultative Forum (ACF) has raised concerns over the role of the Board of Trustees (BOT) Chairman, Alhaji Bashir Dalhatu, in the financial affairs of the Forum.
In a communiqué issued after its meeting held on Wednesday, May 6, 2026, and presided over by its Chairman, Mamman Mike Osuman, the NEC, citing Sections 13(1)(a) and 13(1)(b) of the Forum’s Constitution, referenced findings by the Code of Conduct and Ethics Committee (CCEC). According to the committee, Alhaji Dalhatu was involved in decisions relating to the Forum’s finances, despite constitutional provisions outlining specific responsibilities for such matters.
The CCEC reported that Alhaji Dalhatu approved changes to the domiciliation of the ACF’s bank account. In a letter dated November 20, 2025, addressed to Jaíz Bank, Kano East, Zoo Road, the account was reportedly reassigned to another branch. The committee noted that the Secretary General of the Forum, Mallam Murtala Aliyu, co-signed the letter.
The committee further stated that the Forum’s constitution provides a structured framework for financial management, assigning defined roles to designated officers. It noted that the Secretary General serves as the accounting officer, while the Treasurer oversees custody and disbursement of funds, with the NEC responsible for budget proposals subject to BOT approval. According to the CCEC, these provisions are intended to maintain transparency and delineate oversight from administrative functions.
Based on its review, the CCEC recommended a vote of no confidence in the BOT Chairman, as well as his suspension from the Forum. It also recommended that a comprehensive forensic audit of the Forum’s finances be conducted.
The NEC, in its communiqué, stated that it unanimously adopted the committee’s recommendations and directed its Chairman to take appropriate steps in line with the resolutions.
The communiqué also referenced a letter concerning the bank account changes, which it said informed its position on the matter.
In addition, the NEC expressed concern over the reported sealing of the ACF’s head office by police authorities, describing the development as troubling. It called for the immediate reopening of the office, the withdrawal of security personnel, and a review of the circumstances surrounding the action.
