Founder of TOS Foundation Africa and Chief Executive Officer of the TOS Group of Companies, Chief (Mrs) Osasu Igbinedion Ogwuche, has been named by Ranks Africa as one of Africa’s 100 Most Impactful People for 2025, in recognition of her contributions to inclusive governance, gender equity and citizen participation across the continent.
The recognition reflects growing continental attention to leadership that promotes democratic inclusion, sustainable development and accountability.
Over the past year, Ogwuche has played a prominent role in efforts to strengthen Nigeria’s democratic process, particularly through her leadership on the Reserved Seats for Women Bill.
As Convener of the national advocacy coalition for the bill, she helped move the issue of women’s political representation from a legislative proposal to a national conversation.
The advocacy brought together lawmakers across party lines, as well as traditional and religious leaders, reinforcing the view that broader political inclusion is critical to building public trust and stronger democratic institutions.
Beyond legislative reform, Ogwuche’s work has focused on addressing the social and economic factors that affect women’s lives. Through the Shift the Needle Campaign, she supported state-level advocacy aimed at increasing domestic funding for family planning and reproductive health.
The campaign, anchored by a practical advocacy toolkit developed for First Ladies of Nigerian states, provided data-driven policy guidance and simplified messaging tools linking reproductive health to maternal survival, girls’ education, household stability and economic productivity. The approach helped position family planning as not only a health concern but also a key development priority requiring sustained political leadership.
Her commitment to inclusive governance is also evident in the development of 469Tracker, a civic technology platform supported by TOS Foundation Africa. The platform promotes legislative transparency and citizen accountability by tracking the performance of elected representatives and strengthening public engagement with democratic institutions.
Ogwuche’s initiatives are further reinforced through the annual TOS Symposium, which convenes policymakers, civil society leaders, development partners and young people to discuss Nigeria’s demographic realities and the policy choices needed to support inclusive growth. A recurring theme across her work is the emphasis on evidence-based decision-making, collaboration and long-term planning.
TOS Foundation Africa is a pan-African non-profit organisation working to advance inclusive governance, gender equity and citizen participation through policy advocacy, convenings and public education. Ranks Africa, a pan-African media and recognition platform, spotlights leadership and innovation across governance, business, technology, philanthropy and civil society through its annual list of Africa’s most impactful individuals.
