“He had that dream about 27 years back as governor of Lagos State. It is one thing to dream and another thing to have the grace of God to actualise that dream. This is one man who dreams and has the grace and divine mandate to actualise that dream,” Umahi said.

“Constructive partnership should never be mistaken for constitutional surrender. Parliament does not prove its independence by manufacturing conflict nor its relevance by opposing for opposition’s sake.

“This Bill builds on the significant work already done in this regard by the House of Representatives and incorporates additional safeguards to ensure that the creation of a dual policing structure to address our nation’s evolving national security challenges can be achieved quickly and effectively to the benefit of all Nigerians,” he said.
