Environmental specialist advocates pollution control, community engagement
With more than 25 years of experience in the oil and gas industry, Professor Joseph Legend Mfon is advocating stronger environmental management, pollution prevention and sustainable resource use to address Nigeria’s environmental challenges.
Environmental sustainability has become an important consideration in Nigeria’s economic development as industrial activities, climate change and ecosystem degradation increase the demand for effective environmental management.
Mfon said his professional focus centres on linking scientific knowledge with environmental governance, responsible industrial operations and community participation in development projects.
A geologist, environmental scientist and environmental management specialist, he has worked in areas including pollution management, natural resource conservation, environmental risk assessment and sustainable development.
His professional interests include environmental protection, the welfare of pollution-affected communities, climate change mitigation and the need to balance economic development with the interests of future generations.
As managing director of Quatenary International Company Limited, Mfon leads environmental consultancy engagements involving the oil and gas, energy and industrial sectors.
The company’s areas of engagement include environmental impact assessments, environmental audits, baseline studies, air and water quality monitoring, ecological investigations and environmental management planning.
Such assessments can help identify potential environmental hazards, guide pollution-control measures and support compliance with applicable environmental requirements.
His professional activities also cover Environmental, Social and Governance advisory services, environmental remediation assessments and host community development needs assessments.
The community dimension of environmental management is particularly important in the Niger Delta, where pollution and ecosystem degradation can affect livelihoods, agriculture, public health and access to essential resources.
Mfon’s approach emphasises the importance of involving host communities in decisions that affect their environment and development priorities.
Community needs assessments and stakeholder consultations can help identify concerns relating to potable water, healthcare, education, sanitation, infrastructure and economic opportunities.
Integrating these considerations into environmental and social assessments can help ensure that development planning takes account of the needs of affected populations alongside industrial and operational requirements.
Mfon’s academic background includes a bachelor’s degree in Geology and a master’s degree in Environmental Management from the University of Calabar, as well as another master’s degree in Environmental Geology from the University of Benin.
He also holds a PhD in Environmental and Analytical Technique from the University of Belfast, Northern Ireland, and has an academic and professional association with environmental management at the University of Costa Rica.
His institutional and international engagements include serving as country director of the United Nations Sustainable Development Goals Network, with a focus on climate change. He also serves as Minister of Environment and Secretary of Diplomacy to the State of Birland.
Mfon has participated in international engagements on peace, environmental sustainability and development, including keynote presentations at the 2019 World Environment Day in Nigeria and the 2022 and 2023 World Peace Summits, as well as an international conference on the United Nations Sustainable Development Goals.
His professional recognitions include fellowships and honorary distinctions from institutions and organisations concerned with management, leadership, peace and professional development.
In October 2026, he was inducted as a professional fellow of the Nigerian Environmental Society during its 35th National Conference and 36th Annual General Meeting in Benin City, Edo State.
Looking ahead, Mfon is seeking to develop an Environmental Leadership and Sustainability Strategic Plan for 2027–2030, with proposed targets covering environmental research, ecosystem restoration, community development, professional mentorship and the expansion of activities linked to the Sustainable Development Goals.
The proposed plan also identifies digital innovation, artificial intelligence for environmental monitoring, climate resilience and inclusive environmental financing as areas for further development.
His professional philosophy places environmental protection within the broader context of public welfare and long-term economic development, emphasising the importance of translating research, assessments and environmental projects into practical benefits for communities and ecosystems.
He advocates collaboration among government institutions, private-sector operators, environmental professionals and host communities to advance solutions to Nigeria’s environmental challenges.
As Nigeria pursues industrial growth and climate resilience, environmental expertise remains important to efforts to protect natural resources, manage pollution risks and promote development that considers the needs of present and future generations.
