The Lagos State House of Assembly has passed the 2026 Appropriation, Amendment, Bill into law, approving revised allocations to accelerate capital projects and improve budget implementation across the state.

The bill was passed during plenary at the Committee of Supply, following consideration of a letter from Governor Babajide Sanwo-Olu seeking the approval of the House to reorder priorities under the 2026 budget.

The letter, read by the Clerk of the House, Mrs. Adenike Oshinowo, was subsequently committed by the Speaker, Mr. Mudashiru Obasa, to the House Committee on Economic Planning and Budget, chaired by Mr. Lukmon Olumoh, for consideration and report.

Presenting the committee’s report, Olumoh said the level of budget performance had made it necessary to reassess the state’s implementation strategy and adopt a more focused approach to capital investment for the remaining months of the 2026 fiscal year.

According to him, the reordering of priorities would accelerate project execution and improve capital expenditure performance while responding to current demands and emerging needs across the state.

He also highlighted the proposed upward review of the state’s bond issuance from N150 billion to N200 billion to finance key infrastructure and development projects.
Projects captured under the reordering include Phase II of the Blue Line Rail Project from Mile 2 to Trade Fair Station; completion, furnishing and equipping of the new Massey Street Children’s Hospital; completion of the 280-bed General Hospital, Ojo; construction of the Ketu-Ejinrin Psychiatric Hospital; and completion of the Omu Creek project.

Others are the purchase of housing units, provision of drainage systems across the state, environmental sanitation and maintenance programmes along the Coastal Road, re-fleeting of operational vehicles for waste and traffic management, waste management and landfill infrastructure, security and emergency equipment, as well as the Zero Tolerance for Potholes initiative.

Contributing to the debate, Mr. Aro Moshood stressed the importance of effective legislative oversight, noting that laws enacted by the House must be followed by proper monitoring of their implementation.

He urged lawmakers to discharge their oversight responsibilities diligently, stressing that the Executive must comply with the provisions of the amended law and ensure that funds were applied strictly to approved priorities.

Following the consideration and adoption of the committee’s report, the House passed the Appropriation (Amendment) Bill, 2026 into law.

The Speaker thereafter directed the Clerk to forward a clean copy of the bill to Governor Sanwo-Olu for his assent.
