Sanwo-Olu assures accountability in $500m HOPE-GOV Programme

LAGOS — Governor Babajide Sanwo-Olu has reaffirmed his administration’s commitment to transparency and accountability in the implementation of the $500 million Human Capital Opportunities for Prosperity and Equity and Governance (HOPE-GOV) Programme.

Speaking at a public sensitisation and presentation of Lagos State’s progress under the initiative at Lagos House, Marina, Sanwo-Olu said his government has prioritised transparency and efficient management of public resources for the benefit of residents.

The HOPE-GOV programme, supported by the World Bank and the Federal Government, is being implemented across the 36 states and the Federal Capital Territory to address challenges in service delivery, particularly in health, education, and governance.

Sanwo-Olu expressed satisfaction with the progress recorded so far, noting that Lagos has adopted the framework to strengthen capital management systems and shift from input-based spending to outcome-driven performance.

“For us in Lagos, this programme is about people—ensuring that children have access to quality education and that residents receive affordable healthcare, while public resources are managed transparently for all to see and trust,” he said.

He added that the initiative is designed to improve governance, planning, and service delivery, ultimately delivering better outcomes for citizens.

In his remarks, World Bank procurement specialist, Engineer Akin Onimole, said the programme goes beyond processes, focusing on tangible improvements in the lives of residents. He noted that the initiative was designed to tackle systemic bottlenecks affecting service delivery in key sectors.

Earlier, the Commissioner for Economic Planning and Budget, Ope George, said the project aims to strengthen financial and human resource management while improving service delivery.

He explained that the programme operates on a results-based framework, where funds are disbursed based on measurable outcomes, making it a critical tool for advancing transparency and data-driven governance in the state.
