
PAP boss, Otuaro

The Phase 2 Ex-Agitators Leaders Forum has hailed the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro on his second anniversary in office, commending his leadership and commitment to peace in the Niger Delta.
In a goodwill message on Friday signed by its National Chairman, Salvation Ibena Rufus, the group said Otuaro’s two years in office have strengthened stability, improved stakeholder confidence and enhanced cooperation among beneficiaries, communities and the Federal Government.
He commended the consistent payment of stipends to ex-agitators, describing it as a move that has restored dignity and economic stability to thousands of beneficiaries and their families.
Rufus noted that the regular payments have helped to build trust in the amnesty programme and reinforced commitment to peace in the region.
He also praised the administrator’s focus on leadership training, human capacity development and empowerment initiatives for Niger Delta youths.
According to him, the resumption of foreign scholarship opportunities under Otuaro’s leadership reflects a strong investment in education and long-term development.
He further highlighted improved coordination and inclusiveness within the programme, saying many beneficiaries who previously felt sidelined now feel more engaged and valued.
Reaffirming their support, the Phase 2 national leader pledged continued partnership with the PAP leadership to sustain peace, stability and development in the Niger Delta region.
