Worried by the prevailing fuel scarcity and the difficulty of petroleum importers to access foreign exchange to facilitate their transactions, Governor Udom Emmanuel of Akwa Ibom State, yesterday, recommended that oil-bearing states be encouraged to establish refineries to address the situation.
