…Development Expert Says Power Devolution Can Curb Insecurity
…Foundation Calls for Funding, Legal Backing for Traditional Institutions
Chief (Dr.) Ogheneovo Edewor, Founder of the Chief Ovo Edewor Foundation, has urged President Bola Ahmed Tinubu to initiate constitutional reforms that would grant more powers and funding to traditional rulers across Nigeria. He believes this move would enhance community policing and grassroots development.
In a statement released on Sunday, April 13, 2025, in Asaba, Delta State, Edewor commended President Tinubu, the National Assembly, and other stakeholders for supporting a bill that recently passed its second reading in the National Assembly, aimed at expanding the roles of traditional rulers.
He recalled that traditional rulers had defined constitutional roles under Nigeria’s 1960 and 1963 constitutions. However, the 1999 Constitution restricted their functions to state-level traditional councils, with no direct constitutional authority. Currently, traditional rulers operate under state chieftaincy laws.
Dr. Edewor stressed the need for stronger constitutional recognition and financial support to empower traditional leaders in promoting peace, law enforcement, moral guidance, and cultural preservation. He emphasized their role in community-building, conflict resolution, and dissemination of government policies.
“I commend President Tinubu, the National Assembly, and other critical stakeholders for their support of the motion for increased powers and funding for traditional rulers,” Edewor stated. “Traditional rulers preside over cultural and religious ceremonies, maintain peace and order, and are essential to preserving our heritage.”
He argued that because traditional rulers are the closest to the people, they are well-positioned to understand local challenges and enforce laws—provided they do not contradict the Nigerian Constitution.
Edewor cautioned against politicizing the selection process of traditional rulers, insisting that such appointments must reflect the will of the people and respect cultural traditions.
“If traditional rulers are given more defined roles, the benefits would be significant,” he added. “It would boost effective community policing, promote devolution of power, curb insecurity, and accelerate grassroots development.”
He concluded that empowering traditional institutions would improve law enforcement, policy formulation, conflict mediation, national identity, and the preservation of Nigeria’s cultural values.
