This was based on a motion promoted by Kingsley Chinda (PDP, Obio/Akpor Fed Constituency).

In his submission, Chinda explained that the Nigeria Customs Service Board was established under Section one, sub section two of the Nigeria Customs Service Board Act and placed under the control of the  Federal Ministry of Finance.

He said the powers being  exercised by the Customs, Immigration and Prison Service Board to appoint and promote staff of the service were vested on the board under Section 4 of the NCSB Act.
