DICON denies production of sub-standard bullet proof


ABUJA—Defence Industries Corporation ballistics factory, DICON MAROM, Kaduna, Thursday, waved aside allegations that its products were sub-standard.

According to the company, its bullet proof has American Justice Department certification, which is the highest in the world.

Documents made available to Vanguard by the company indicated that the bullet proof vests and helmets produced by DICON MAROM were not only of international standard, but also tested by the Nigerian Police armament department and certified up to ISO standard.

Vanguard was told that the Defence headquarters, which purchased the bullet proof vest from the factory after its commissioning by President Goodluck Jonathan in July last year, test fired the vests at the Armed Forces Command and Staff College, Jaji, shooting range and also certified the ballistics equipment okay.

The statement read: “We have completed our evaluation of the samples of the Body Armour Models submitted by MAROM. It was submitted to NIJ’s Voluntary Body Armour Compliance Testing Programme.

“We are pleased to inform you that the Body Armour Model satisfies the requirements of NIJ Standard 0101-04 as incorporated by the National Institute of Justice, NIJ, 2009 Interim Requirements for Bullet Resistant Body Armour”.

“The following documents were received in this regard: Certification as to materials identified in NIJ Body Armour Standard Advisory Notices (NIJ Form IR-1); Certification as to materials of construction of Body Armour Model (NIJ Form IR-2); and Certification as to labeling of Armour (NIJ Form IR-3A).

“Others are   Acknowledgement concerning NIJ’s recent research findings, the 2009 Interim Requirements and certain related matters (NIJ Form IR-4) and Certification as to maintenance of Ballistic Performance declared Warranty period (NIJ Form IR-5).

“Based on the results of the Armour testing and our review of the documents listed above, NIJ has determined that the Body Armour Model complies with the NIJ 2009 Interim Requirements for Bullet Resistant Body Armour.

“The Body Armour Model will be added to the list of Armour Models that comply with the NIJ 2009 Interim Requirements available at . Information on the declared Warranty period will be included in the model testing.”

A letter signed by the management said Marom Dolphin Ltd,  founded in 1993, was set up to develop, design, manufacture and market top quality tactical textile solutions, such as Body Armour vests, Tactical vests, backpacks and accessories for armed forces, police units, security services and civilians around the world.

It said based on knowledge and experience achieved over the years, Marom Dolphin developed safe, ergonomic and comfortable solutions essential for any and all security tasks.
