ABUJA—Former member of the Senate, Senator Matthew Mbu (Jnr) has advised the National Assembly and governors of the 36 states of the Federation to compel the Federal Executive Council to declare President Umaru Yar’Adua  permanently incapacitated in order to allow Dr Goodluck Jonathan to take over as substantive president.

In an interview with Vanguard, Senator Mbu said although the resolution of the National Assembly directing Vice President Jonathan to take over as Acting President has considerably brought down tension in the country, ‘It was not enough as the constitution does not recognize that resolution’.

According to him, “since no body either in the Federal Executive Council or the National Assembly has seen President Yar’Adua since he left the country for Saudi Arabia on health ground, it was obvious that he was not in a good health to continue as president.

“I believe that the National Assembly has to go on to ensure that the right thing is done in the sense that there is no provision in the constitution that the National Assembly can ask the vice president to act as President.
