*Voting materials to be in place by Jan 30

ABUJA—The Independent National Electoral Commission, INEC, said yesterday that all voting materials and logistics needed to ensure that the 6 February 2010 Anambra State governorship elections goes ahead without hitch, will be put in place by  30 January, promising to deliver a free and fair elections if politicians and electorates play by the rules.

The INEC declaration came just as the Police headquarters in Abuja disclosed that movement in and out of Anambra State would be restricted 48 hours to the day of the elections with a view to checkmating the importation of hoodlums and undesirable elements that might infiltrate the state to cause problems for security operatives and peaceful conduct of the elections.

The Police added that all vigilante groups or private security outfits in Anambra State would be banned from operating during the period of the elections as there are fears that these vigilante outfits would be used to perpetrate violence and rigging of the elections.
