….As Yar’Adua, N-Assembly strike deals on budget implementation

ABUJA—A whopping N3 trillion unspent budget is yet to be returned to the Federation Account by ministries and agencies of government, the House of Representatives has alleged.

The Presidency, it was gathered has also agreed with the Senate and the House of Representatives on a December 15 deadline for projects implementation.

The spokesman of the House at a briefing on an upcoming capacity-building retreat for members, also disclosed that the leadership of the Green Chamber, would empower all committee chairmen and their deputies to track down the 2009 budget implementation to check non-implementation of budgets by Ministries.

The chairman said the N3 trillion was the internally generated revenue by parastatals and agencies from 2005 till date.

“Over 3 trillion of monies generated by ministries is discovered (by the House of Representatives) not to have been remitted by ministries since 2005”, he said.

He stated that immediately House resumed plenary, leadership instructed various committees to go about the oversight functions, particularly the committees on Millennium Development Goals, Public procurements and the Constituency Outreach.

He said the three committees would ensure that the impact of the 2009 budget is felt by all Nigerians.

The retreat, the chairman said is to give all the chairmen and deputies opportunities to acquire knowledge on how to go about oversight and also how to check the excesses of the executives on budget implementation.

According to him, “The House leadership has decided to engage chairmen and deputy chairmen of committees to ensure proper tracking of the 2009 budget whose implementation currently stands at 45 percent
