Reps threaten research institute, agencies over funds

Umuahia–THE House of Representatives Committee on Agriculture has warned research institutes and other agencies under its supervision that the House may not approve any new funds for capital projects if they did not show how useful they deployed the one given to them before.
The warning came just as the Executive Director of National Root Crops Research Institute (NRCRI) Umudike, Abia State, Dr. Kenneth Nwosu identified agriculture as the most import element of the 7 point development agenda of President Umaru Ya’Adua, saying that it is the key to the nation’s greatness.
Nwosu who spoke when members of the House of Representatives Committee on Agriculture visited the institute as part of its oversight duty, noted that without food nothing else works. According to Nwosu, the work of the institute is very essential to the Federal Government because it is working towards achieving the Government’s programme on food security.
While commending the committee members for their tireless effort in going round all agricultural institutes to see things for themselves, the director assured them that funds allocated to NRCRI have been well utilized.
In his speech, the Chairman of the Committee, Hon. Gbenga Makonjuola explained that the committee was in the institute to assess how the funds appropriated to the institute were being used and how prepared the institute is to achieve the nation’s food security programme as well as its readiness to make agriculture a job creating sector.
Makonjuola who recalled the visit of the committee last September when members came to know the challenges facing the institute, said they have come this time to assess the progress the institute has made or is making as part of the budget monitoring duty of the House.
“The House has done its own beat (by approving your budget), the Government has also done its beat, we are here to see how you have used the money given to you. We want to see the impact of your activities on food scarcity, on the economy, to see how prepared you are to ensure that there are foods on the table of every Nigerian as well as how agriculture can create jobs for Nigerians because it is believed that that sector can create more jobs than any other sector.
“The House committees are shifting from the trend where people come to Abjua to defend their budgets and go back and do nothing with the funds. We now go round to see things for ourselves. If you can’t justify what is given to you, the committee may not be to convince the House to give you more. But if you do well, we assure you of our support and encouragement”, the committee chairman said.
