Kano Governor, Malam Ibrahim Shekarau weekend stood his ground over the controversial car gifts to monarchs, saying his action was within the confine of law.
Ibrahim Shekarau who spoke on a BBC Hausa programme explains that the monarchs are Government officials that received salaries from Local Government Authorities under their domain.
In his words “We should not forget that the District Heads and members of the Kano Emirate Council are government officials, their salaries are paid from Local Government council, and this is not the first time the District Head are given vehicle”.
The former Kano Governor, Alhaji Muhammadu Abubakar Rimi had led other elements of opposition to registered their dissatisfaction over the governor’s decision to buy 54 SUV’cars for the monarchs despite their access to 5 percent of the monthly allocation from federation account.
Malam Ibrahim Shekarau stated that the gesture was a joint effort between the state and the Local Government councils, pointing out that the state played a coordinating role in the procurement.
According to Shekarau “what the state Government did was coordination. We called them together and selected people that would supply the new vehicles, and every local government council paid for a brand new vehicle, unlike where they used to buy second hand and old ones for them”.
The Governor said that the monarch played complementary security role to the society, adding that any effort channeled to reposition them play such role is worthwhile.
He pointed out that, despite the fact the constitution had no clear role for the monarch, majority still refer to them for adjudication on matters, stressing that the existing scenario was brought about by the socio cultural set up of the north.
“The constitution has not outlined the responsibilities of traditional rulers, but we in Kano socio cultural set up have provided for them with responsibilities in any village where there is disagreement or crisis between neigbours, it is the Ward Head or District Head people go for adjudication”, Malam Ibrahim Shekarau stressed.
He dismissed as misleading the wrong coinage of the word that relegate the official vehicle to ‘gift’, maintaining that it was not a bonanza but official vehicle.
