Why we appealed court verdict on Public Order Act—Okiro

The Inspector-General of Police (IGP), Mr. Mike Okiro explained yesterday in Lagos that the Police decided to appeal a High Court’s verdict voiding the Public Order Act because the judgement would create more problems that it sought to resolve.
Speaking at an interactive session with newsmen in Ikeja yesterday, Mr. Okiro said: “No freedom is absolute. Your freedom terminates where mine starts, and mine terminates where yours begins.
“If a party, for instance, wants to hold a rally in Lagos and does not ask for police permit or approval, there will be chaos. Other parties can also decide to have their rallies at the same venue and at the same time. The Police have to moderate because anyone has a right to use the same road. The police can assist in diverting or directing traffic on the road.”
On the fate of the immediate past Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu at the National Institute of Policy and Strategic Studies (NIPSS), Mr. Okiro said: “This is a question I cannot answer. Ribadu is in NIPSS and I’m not the DG of NIPSS.
On his vision for the Police, he said: “The Nigeria Police under my administration became convinced that our role was that of providing effective internal security that is strategically crucial to the survival of democracy and the state of the economy.
I settled for, as my primary goal, the task of providing a safer and more secured environment conducive for socio-economic development through crime prevention and control. My choice of this goal as priority was based on my conviction that for the economic agenda of Mr. President to become a reality, there has to be domestic peace, law and order.
The Nigeria Police have been seeking the active cooperation and collaboration from all the stakeholders, including the media, in this our crime prevention and control campaign.
In order to achieve our role of effective policing of the country, the Nigeria Police drew up our action plan and strategy. Strategy is an elaborate and systematic plan of action while plan of action is a plan for actively doing something. These are contained in the Nigeria Police blueprint under my administration.
They include: Full implementation of the nine (9) point agenda; Crime prevention option in line with UN guidelines; Establishment of six additional PMF Squadrons; Revitalization of criminal intelligence gathering techniques of the CIB; Training and retraining of personnel; Judicious utilization of Police Public Information boxes; Creation of additional duty posts; Divisional Police Public Relations Officers.
Others are Interagency Liaison Officers; Conflict Resolution Officers; Human Rights Officers; Juvenile/Old People/Women Welfare Officers; Community Policing Officers; Scene of Crime Officers; Pipeline Patrol Officers; Creation of Specialized Units; Anti-Terrorism Squad; Anti-Robbery Squad; ix Action Plan Template (detailed action plan on implementation of my -9-way test).
Sports and games: For confidence and trust building because of its relevance in information gathering; Welfare packages: Promotions; Prompt payment of salaries; Police Housing Scheme; Police Insurance Scheme; Direct Funding of Divisions; Car & Motorcycle Loan Schemes; Internal Administration Reorganization; Production of Force Operational Manuals-Force Orders, FAI, Police Regulations & Schedule of Duties.
