Italian firm petitions Yar’Adua over breach of N320 million BRISIN contract

Nigeria may have lost a chance to have a comprehensive data on the socio-economic status of each of its citizens in all the 8,791 wards going by a petition written to President Umaru Yar’Adua by Dermo Impex, the Italian contractor handling the N320 million project known as BRISIN.

The contractor in the petition explained that the aim of BRISIN, approved by the last Federal Executive Council (FEC) in 2007, was an integrated data and information management system designed to capture and manage socio-economic data and information at each of Nigeria’s 8,791 wards based on advanced Information and Communication Technology (ICT) The petitioner explained further that the information that was to be gathered was imperative for national planning as is obtained in organised countries.
The petition signed by Dr. Anthony Uwa, Director, International Relations of Dermo Impex (Nigeria) Limited said because of the immense positive impact the project would have on economic planning of the country, FEC approved that BRISIN be adopted and implemented in Nigeria with the Federal Capital Territory (FCT) as a pilot and a project Steering Committee made up of 15 members from relevant Ministries, Departments and Agencies was set up for its implementation.
Uwa told the President that FEC at that time approved the sum of N320 million for the preparatory phase of the project in FCT which was appropriated in the 2007 budget of the FCT and that of the National Bureau of Statistics (NBS) in the sums of N200 million and N100 million respectively.
According to him, the FCT has remitted its N200 million counter part funding to the National Planning Commission (NPC) which is handling the project on behalf of the Federal Government last year. According to him, a Service Agreement has been signed between the National Planning Commission on behalf of the Federal Government and Dermo Impex of Italy, but that in spite of the adequate provision of funds for the project domiciled in the coffers of the NPC for payment to the company, the NPC has refused to pay in accordance with the service agreement, with no explanation given.
He regretted that Dermo Impex had incurred huge expenses on logistics in and outside Nigeria and that the company had conducted preliminary evaluation and analysis in the 8,791 wards of the country, saying Dermo Impex is under threat of litigation from its creditors.
“Your excellency,” pleaded the petitioner, “in the spirit of the rule of law, fair play and justice, we seek your intervention to compel the Minister of National Planning Commission to release the funds already appropriated and released to the commission in the 2007 capital budjet of both the FCT and NBS to the BRISIN project. This will enable us proceed with the project which we are certain will significantly transform the face of socio-economic planning in Nigeria.”
