DPR calls for CNG and LPG as alternative to Petrol

The Department of Petroleum Resources (DPR) has called for the usage of compressed natural gas (CNG) and Liquefied Petroleum Gas (LPG), auto gas, as alternatives to petrol.

This is coming just as the guidelines for the design, construction and operation of the facilities are said to have been issued and  approvals granted to NIPCO Plc for the construction of 7 CNG refueling stations in Benin City and 1 auto_gas station in Abuja .

Speaking at the first quarter press briefing of the DPR, held recently in Lagos, the Director  (DPR), Mr Billy Agha  stated that the equipment for Petroleum Product Quality Monitoring (PPQM) has been installed in five DPR laboratories located in five major states of the country.

He said the laboratories where installed in Port Harcourt, Warri, Lagos, Kaduna, and Maidugiri with the poise to monitor the quality of petroleum products used in the country in order to ensure they meet specification.

This has also increased the gas reserves by 30% as at January 2010, following the initial record of 185.3 Tscf, in January 01, 2009, as Associated Gas stood at 97.4Tscf and None Associated Gas (NAG) at 88.0 Tscf respectively.

According to him, “SPDC granted approval to drill  appraisal / development  Afam –Umuosi  _2  and Kolo Creek _2 wells and to initially complete Gbaran_15 and Zarama_11 wells and requested to drill Agbada_NHSV_3 wells, Processed Kolo Creek Deep FDP, NAOC granted approval to drill as appraisal/ development Irri_E well,  Niger Delta Resources granted approval to work over Ogbele_1 well as a gas producer, Total E&P granted approval drill IBewa_T2 well as a gas development well and Chevron  requested to stream 9 Okan gas wells and that the guidelines for the design, construction and operation of these facilities have been issued & approvals granted to NIPCO PLC to construct 7 CNG refueling stations in Benin City and 1 autogas station in Abuja.

and that DPR is aggressively facilitating the use of compressed natural gas (CNG) and Liquefied Petroleum Gas (LPG) auto gas as alternatives to petrol”, He said.

He added that they have reached a pleased achievement as they have transformed to digital submission of data, Established G & G Facility_ Independent evaluation of O & G assets, GIS Mapping of O & G facilities, Cultural data development, GIS & Satellite Imagery (acquisition), Digital Platform (Office Automation), E_mail/Internet, Archiving and Office Integration.

“The 14th 2010 HSE Biennial International Conference, to hold in Abuja , planning is in top gear and the Review of the EGASPIN has been concluded with the launch of the new version been slated for the Second Quarter of 2010.”

“Therefore, standardizing of waste management facilities/operations in the Industry is on_going, first with the TDU owners as five (5) training centres for offshore safety training namely, Blisston M & O, Lagos, Prime Atlantic/ Falck Nutec, Ipara, Ogun State, Tollman Safety Centre, Charkin Maritime Safety Centre and International  Safety Centre all in Port Harcourt are currently in operation while the administrative framework is being put in place to implement the offshore safety certification scheme.”

“The Department contributed the following revenue to the federation account during the period under review: Royalties _ N165,282,364,531.20, Gas Flared Penalty – N530,482,200.47, Concession Rentals – N52,208,651.97, Misc. Oil Revenue – N216,146,811.31,  Total _ N166,081,202,194.95”, Agha Noted.
