INEC begins promotion exams for staff

ABUJA—Independent National Electoral Commission,INEC, staff from  level 6 to 16 will write promotion examination in the 36 states of the federation and the Federal Capital Territory on Tuesday.

Officers within level 15 cadre are expected to write their promotion examination at the six geo-politcal zones of the country and FCT.

Majority of the officers in the directoral level were those who missed the 2008 promotion examination due to lack of vacancy as those at the top refused to exit the service and the top had no space to accommodate them, those that missed that of 2007 had to sit for the examination.

This development had been a recurring decimal in both the ministries and agencies until the Head of Civil Service of the Federation, Mr Stephen Oronsaye brought the New Tenure System Reform that made it mandatory for permanent secretaries and directors that had served their terms to exit the service.

Sequel to this, all permanent secretaries who had served their terms exited the service last year, thereby creating space at the top to allow those at the bottom to move up the ladder.

Before President Umaru Yar’Dua endorsed the reform last year many top civil servants almost called for the head of the HOS who younger civil servants see as their messiah as promotion was stagnant for so many years due to lack of vacancy at the top.

Some permanent secretaries in the past had served more than 12 years in the same capacity, but with this reform no one can serve more than the required 8 years.
