In an organised political environment there should be what the Local Government can do that are exclusive of the Federal and State Governments. Our Local Governments are not functioning because the State Governments in particular do not allowed them to function even within their normal areas of responsibility.

For example, the State Government should not have the power to create Local Government area but to ensure (control) the existing ones operate normally. The State Government should not operate joint account with the Local Governments of it area and spend their money.

Every Local Government should be allowed to augment its federation allocation with it own internally generated revenue. This should be only one local rate on each residential and business building only to the extent of the further fund the Local Government needs to meet its annual budget. The Local Government should be able to keep 100% of the fund it gets from the Federal allocation, rate, necessary fees, charges and investment income. However, neither the State Government nor the Local Government should use multiple taxation system to bleed the people and businesses in their domain.

In our forthcoming progressive Federal Government, we shall give to Caesar what belongs to Caesar in the Local Governments. We shall abolish the present fund draining and wasteful 36 State Governments and replace them with——————-.
