Warri-THE Presidential Committee on Amnesty plans to dispatch psychiatrists, psychologists and doctors to the various rehabilitation camps it is setting up in the Niger-Delta for militants who are willing to accept amnesty because it believes some of them are on drugs and may have developed mental problems already.
Coordinator of the Presidential Committee on the Implementation of Amnesty, Disarmament and Re-Integration for Niger-Delta, Air-Vice Marshal Lucky Ararile confirmed the plan at a stakeholders’ meeting in Warri, Delta state, weekend.
He also said it was not true that the Presidential Committee would spend N50 billion on the rehabilitation of militants, saying some of the things to be done by the committee had been scaled down and there was no way it would spend N50 billion between now and October 4 on its activities alone.
An Ijaw leader from Okerenkoko in Gbaramatu kingdom of Delta State, Chief Dan Ekpebide , however, stunned the committee when he said men of the Joint Task Force (JTF) who were on Cordon and Search operation in the riverine kingdom plundered his home and sold his looted Plasma television at a give-away price in Warri.
He told the committee members the said Plasma television, which he bought for N250, 000 was sold to somebody in Warri at a cost of N25, 000 by soldiers who ransacked his home and those of others.
“I wept when I saw the television that I bought for N250,000 sold at N25,000 to somebody by the JTF”, he claimed, saying the Federal Government amnesty would not succeed the way the government was going about it at the moment by occupying his community and other parts of Gbaramatu kingdom.
Spokesman for the Joint Task Force (JTF) on the Niger-Delta, Colonel Rabe Abubakar had in the past debunked the claims by some persons that men of the task force looted the property of the fleeing villagers, saying it was attempt to paint the security outfit in bad light, but, Chief Ekpebide told Sunday Vanguard at the end of the session, yesterday, that the looted television set was unknowingly sold to his younger sister.
Governor Uduaghan told the co-ordinator of the Presidential committee on the Implementation of Amnesty, Disarmament and Re-Integration to note the complaint of Chief Ekpebide and ensure that such issues were addressed.
After Air Vice Marshal Aralile introduced the purpose of the committee’s visit to the state, national chairman of the Human Rights Defenders Organization of Nigeria (HURDON), Mr. Omon-Irabor who fired the first salvo said it was wrong for the Federal Government to be talking of amnesty and be sending a delegation led by an armed soldier to civilians to discuss the terms.
He queried how the government should be discussing amnesty when the traditional ruler of Gbaramatu kingdom, His Royal Majesty, Godwin Bebenimibo whose fled Oporoza community after his palace was bombed by the JTF has not been seen for nearly two months.
Governor Emmanuel Uduaghan who received accolades from the former national chairman of the Traditional Rulers of Oil Minerals Producing Organization of Nigeria (TROMPCON), His Royal Majesty, Charles Ayemi-Botu, the incumbent national secretary of TROMPCON, His Royal Majesty, S.P. Luke of Akugbene Mein kingdom and a member of the Delta Waterways Security Committee (DWSC), Rev Duke Akpososo for his peace process in the state appealed for calm from Deltans and also urged them to accept the official pardon.
He said the meeting was planned by President Umaru Yar’Adua before the May 13 incident in Delta state between militants and soldiers, which led to the military action by the JTF and that it was for the good of armed youths in the region. Uduaghan, nevertheless, pointed out that accepting the amnesty was only the beginning of the struggle for genuine freedom fighters, as well as the government, as the issues that led to the take-up of arms in the first instance by the youths against the government, which is underdevelopment, have to be frontally addressed.
Warri-based constitutional lawyer, Mr. Akpo Mudiaga-Odje raised the issue of the legality of the amnesty proclaimed by Mr. President, as there was no law backing it up, but, the governor explained that the matter was debated before the amnesty was signed into law, assuring that the President’s imprimatur on the amnesty was binding enough.
He assured that no armed youth in the state who surrendered his arms to the government would be prosecuted while Air-Vice Marshal Aralile stressed the documentation process was important for militants that were willing to accept amnesty, as that would form the basis of the renunciation of militancy.
Another Ijaw leader, Chief Oboko Bello told the committee that the people have to be alive to accept amnesty and urged it to create conducive environment for people to be alive and return to their homes first before accepting amnesty.

b)the niger deltans, for damaging pipelines (ostensibly to siphon petroleum products); for preventing the oil companies from having access to the spill sites (like the Ogonis); for kidnapping and harbouring kidnappers (the rest of us);
c)niger delta traditional rulers and chieftain, for sponsoring criminals who work under the guise of militancy; for refusing to unite their kingdoms; for running illegal bunkering operations; for paying ransome to criminals; for frustrating NDDC
d)the nigerian government, for keeping quiet while the oil companies exploited its people without regard for the environment and any whiff of social responsibilities, for condoning militancy; for its double-Dealing habits of negotiating and then attacking militants
e)the militants, for committing treasonable felony; for illegal handling and distribution of weapons; for killing innocent nigerians; for violating the ideals for which isaac boro, ken saro-wiwa and the Ogoni9 died (non violent approach)
apportioning blame is not enough. Amnesty is not enough. What the niger deltans need is conscious development of their area, provision of basic amenities, (if luxuries are indeed unattainable), cleaning up of the oil spills, empowerment to work and compete favourably with their fellow oil-producing communities
while it is true that the militants are somewhat justified in taking up arms, two wrongs never make a right.
with the 50 billion naira, we will likely see an increase in those who claim to be militants. Armed robbers will turn in their guns and go free. Honestly, our leaders should really get psychiatric evaluation!

The problem in the Niger Delta was caused by the followings,
1. The International Multi National companies in the Niger Delta. These companies operate as cow boys and with reckless abandon, They have destroyed the environment, the waters, the lands of the Niger Delta. They polluted the waters, lands and the environment and as a result, the people can not farm on their lands or fish in their waters, which is their main occupations. The people are dieing dailly of diseases, caused by the polution to the environment. These multi nationals build cheap infrastrutures like pipe lines etc., without regards to internationally accepted norms and good practices. There will never do such things in other parts of the world, where they are operating, otherwise they will pay very dearly for such horrible practices. The multi Nationals have made a lot of money from these sharp practices, at the expence of the lives of the people of the Niger Delta.
2. The next offenders are federal and state governments of all shades, both past and present, who have made lot of money by ignoring and encouraging with nods, the multi National companies to get away with murder. .
3. The third group are the so called selfish leaders, or do i say dealears of the Niger Delta, who have also made a lot of money from the sufferings of the people of The Niger Delta, Some of the them and their collaborators, sponsor the criminals, to forment and cause a lot of sufferings to the people of the Niger Delta.
4. The President must without futher delay, publish the names of those, who have been sponsoring these criminals in the Niger Delta. The President must name and shame them.
Now that you have given amnesty, to the genuine agitators, we should now have a truth and reconcilliation commitee, so that we can learn a lesson from all these.

The federal government should introduce, a wind fall tax on the huge profits, the multi nationals made over the period and use ALL the money for the IMMEDIATE developement of the Niger Delta and the ecconomic empowerment of the people of the Niger Delta. This is what is done, even in developed countries. In Great Britain, when the Labour came into power, they introdued the wind fall tax, inorder to claw back some of the huge profits, the companies made, when the Conservative party in government, sold very cheaply all government companies during the Privatization process. ALL the money realised was used to creat new jobs and train the unemployed. This move was very popular with the British public. You should bear in mind that, most of the companies, that made the huge profits in The Niger Delta, are British and American companies. This move will be popular in Nigeria and these British and American companies will not fault it. All you have to do is, to refer them to what happened in the United kingdom.
ALL the money realised from the excess crude, which was got any way, from the Niger Delta, should be used for the immediate ecconomic development and empowerment of the people of the Niger Delta.
The federal government should draw down now, 30% of its external revenue for the immediate ecconomic developement of the Niger Delta and ecconomic empowerment of the people of the Niger Delta. The ferderal government should not give the usual excuse, that this draw down will affect the value of the naira, as this is a price that, we should pay for the peace and stability of the Niger Delta and Nigeria. ALL THESE MUST BE DONE NOW!! Mr. President do all these and you have solved the problems in The Niger Delta permanently. If you do ALL of these history and prosterity will remember you very kindly.

Amnesty International has described the crisis in the Niger Delta as a “human rights tragedy,” saying that the people of the area have seen their human rights abused by oil companies which their government cannot hold to account. The group, in a report released on Tuesday, said the situation in the Niger Delta, home to 31 million people, has fuelled anger and conflict. “People living in the Niger Delta have to drink, cook with, and wash in polluted water; they eat fish contaminated with oil and other toxins – if they are lucky enough to still be able to find fish,” said the report. The report stated that the situation in the Niger Delta provides a stark example of the lack of accountability of a government to its people, and of multinational companies’ almost total lack of accountability when it comes to the impact of their operations on human rights. The report titled, “Petroleum, Pollution and Poverty in the Niger Delta”, was presented by its Head of Business and Human Rights, Audrey Gaughran. It examined oil spills, gas flaring, waste dumping and other environmental impacts of the oil industry, stressing that evidence gathered on pollution and environment damage relates to the operations of Shell, the main oil company operating on land in the Niger Delta. The agency said that the human rights impact of pollution in the Niger Delta is greatly under-reported, adding that the majority of people in the area depend on the natural environment for their food and livelihood, particularly through agriculture and fisheries. Amnesty blames both the government and multi-national oil giants for the rights abuses in sub-Saharan Africa’s most populous country.
